Isabel Liu works in infrastructure globally on behalf of investors and users. She has invested in, governed, and acted as consumer champion for airports, rail, bus, metro / tram, power generation, utilities, and Public Private Partnership businesses in the UK, Continental Europe, Americas and Asia Pacific. She was a key executive in the start-up of four infrastructure investment businesses backed by blue chip sponsors, including the $1 billion AIG Asian Infrastructure Fund I and the €1 billion ABN AMRO Global Infrastructure Fund. Isabel ran John Laing’s Asia Pacific investment business before moving to London as Chief Financial Officer of the global airports joint venture of US construction firm Bechtel and Singapore Changi Airport. She continued overseeing the development and management of airports around the world as board director of the international subsidiary of Vancouver Airport. Currently Isabel is a member of the board of Pensions Infrastructure Platform, created by UK pension schemes and investing in UK PPP, transport, and renewable energy. She is a member of the H7 Consumer Challenge Board, sponsored by Heathrow Airport, the Civil Aviation Authority, and the Heathrow Airline Community to scrutinise Heathrow’s consumer engagement in its business and expansion plans. At Transport Focus, the statutory user watchdog for rail, bus, tram and England’s Strategic Road Network, Isabel is the board champion for Accessibility and for Diversity. She has a BA in Economics from the Ohio State University, a Masters in Public Policy from Harvard Kennedy School of Government, and an MBA from Chicago Booth School of Business.
