Lucy is the Health, Safety and Wellbeing Strategy Director for Highways England. She is responsible for embedding a step change in health and safety within the first road investment strategy which will see over £15.2 billion invested in over 100 major schemes to enhance, renew and improve the network by 2020. Prior to this role, Lucy developed and led the implementation of Highways England 5 Year Plan which launched a more demanding safety agenda for both road users and road workers. As a result of the plan, significant cultural improvements were made across the highways sector and the accident frequency rate (AFR) halved in just two years.
Prior to joining Highways England, Lucy has worked as both a senior practitioner and regulator across a wide range of industries including construction, chemical and nuclear. Lucy’s experience, collaborative approach and contribution to the Institute of Occupational Safety and Health was recognised when she was made the youngest global fellow in 2017.
