A civil engineer and major programme leader, Paul Mustow is a Divisional Director in the Department for Education, responsible for delivering the £1bn pa Free Schools programme. As Programme Director Paul has led the capital delivery of Free Schools, acquiring sites directly and through arms-length body LocatED, and constructing new schools across England since 2016. Prior to this Paul led capital programme delivery for the Environment Agency, managing the £250m pa investment programme, taking complex flooding schemes from strategy through to construction. Paul’s private sector experience includes engineering and project management roles with Mott Macdonald and Atkins, and includes a spell working overseas with VSO. Paul is active in the construction sector across Government, representing the DfE on the Government Construction Board and chairing the Strategic Delivery Group.
