With over 20 years of commercial and P3M experience across public sector, Jennifer joined Government Commercial Function in January 2022 as Commercial Director for the Ministry of Justice (MoJ) where see oversees a £12bn+ portfolio covering key spend categories of Construction, Digital & Technology, Estates Services and Consulting. Key priorities include the 20K new prison places programme; the delivery of MoJs future facilities management offering across the prison and probation estate; and the ‘Evolve’ digital transformation programme to meet the current and future needs of the justice system as well as decommissioning of legacy systems. Jennifer is also the Commercial Functional Lead for the Synergy (Shared Services) Cluster and sits on the Senior Engagement Group for the One South West regional civil service community.

Prior to this, Jennifer held posts in HMRC Estates Directorate, firstly as the lead for HMRCs PFI Expiry programme, managing the drawdown and transition of the Mapeley STEPS PFI Contract, and afterwards as the programme lead for the North East Region Locations Strategy. During her tenure in HMRC Jennifer led on a range of issues including the planning for the new Government Hub building in Newcastle, PFI exit provisions, lifecycle, renewals, (re)financing, handback and FM transition; and was a key contributor to wider government work related to PFI Expiry.

This follows over 16 years working within Defence where she was the commercial lead for a number of complex capital procurements including negotiating the T26 Global Combat Ship contract (c£4Bn); as well as sourcing a number of cutting edge urgent operational requirements and undertaking an operational tour in Afghanistan.
